The German Bookmakers Association
The German Bookmakers Association (Deutscher Buchmacherverband Essen e.V.) primarily represents the interests of bookmakers licensed in Germany according to the Races Betting and Lottery Act.
The German Bookmakers Association was founded in 1995 and is based in Essen, Germany. The Association is an independent non-profit organisation that is financed mainly through membership fees. With the entry in the register of associations, the DBV obtained its legal capacity. The main objective is to legalize bookmaking not only for race betting but also for all other sports. The so-called “Spieleinsatzsteuergesetz” (a law concerning the tax on stakes) proposes the taxation of wagers, lotteries and games where money can be won. The German Bookmakers Association is convinced that this is unconstitutional and does not comply with EU legislation, online betting being to a large extent free of tax. The DBV therefore strives to achieve the adaptation of the German tax laws concerning wagering activities to those of the European Union and was able to convince the Federal Council of this necessity. The DBV supports, advises and inspects persons who are interested in pursuing the profession of a bookmaker and represents bookmakers working in Germany.
The German Bookmakers Association criticizes the lack of regulation within the gambling industry (for keen players whe recommend to try betting on IBCBET) and demands clear structures and rules concerning the participation in wagering activities and a general wagering prohibition for officials and players. The necessity of such a prohibition became apparent in 2005 when the former German soccer referee Robert Hoyzer manipulated soccer matches in order to guarantee winnings for him and some of the players. It seems particularly illogical why a wagering prohibition for officials and persons participating in the race does exist in horse racing but has not yet been introduced in other sports like soccer.
Moreover, the German Bookmaking Association represents the interests of German bookmakers in foreign institutions like the EU Commission and cooperates with foreign bookmaking associations. The Association consists of two organs: the general assembly and the board of directors. The general assembly meets at least once every three years and decides on the budget for the following year(s). The board of directors consists of three managers with equal rights who are licensed bookmakers themselves. The board of directors executes the decisions of the general assembly.
BSG Buchmacher Service
In 1985, the BSG Buchmacher Service GmbH (Bookmaker Service) was founded in Essen in order to support and cooperate with the German Bookmaking Association. The company’s shareholders consist of 15 bookmakers and bookmaker companies. The main purpose of the BSG Buchmacher Service GmbH is the communication of sports news, the purchase of material and other tasks on behalf of the German bookmakers.
